ABSTRACTAdministration ABSTRACT Administration law is the core of building a socialist country ruled by law，the basic essence is rationally allocate the executive power and effectively regulate the administrative action，SO as to safeguard the basic rights of citizens and achieve a win—win to public power and pdvme right．Administration according to law is a basic requirement of administrative law，but illegal administrative is departure from the rule of law，SO it attracted world wide attention．The illegal administrative acts have many forms and classifications，illegal administrative acts of fraud as a type of administrative action，deserves our discussions and studies， this type of research in favour of the clients to a more timely and reasonable relief． This article study the fraud administrative acts mainly from the following aspects：First，the start of article is to delimit the definition of the fraud administrative actions，through its analysis of the concept of the fraud administrative actions to achieve the identification，then analyse some form of administrative acts of fraud and comparison with other related concepts，thus contributing to better distinguish the different illegal administrative acts；Second，through analysing the effectiveness of fraud administrative acts to make administrative body understand the legal effects of such illegal administrative acts，SO as to prevent them to commit such acts and to provide the standard of judicial review for the Court；Then under the basis of the effect analysis，discuss how to remedy and relief the administrative acts of fraud；Finally，the article Ⅱ from from macroscopic perspective to analyse how to overcome the administrative acts of fraud，focus on describeing the following two aspects：strengthen the financial system of executive authorities and improve the civil service examination system． Key Words：administrative acts of fraud，effect，remedies， relief III 目 目 录 中文摘要 I 英文摘要 ．．II 引 言 1 第一章欺诈行政行为的基本理论 5 第
