摘 摘 要 我l雪农村人口众多，潜在人力资源十分丰富。加入wT0后，全球信息化的浪 潮波及中国农村，改变农民观念和思想，农村剩余劳动力将活化为公丌的失业大 军，再加上农民自身素质较低，就业问题将更加难以解决。如何把丰富的农村人 力资源转化为雄厚的人力资本，把巨大的人口压力转化为强大的发展动力是农村 经济社会发展的根本问题!如何提高农村人力资源的素质，进行人力资源的全面 有效开发，就成为新世纪农村发展的一个极其迫切和重要的命题。 本文在对农村人力资源开发进行理论佐证的基础上，探讨加快我国农村人力 资源开发的必要性和重大意义，分析我国农村人力资源的现状及其原因，揭示我 国农村人力资源开发已取得的成绩以及在外部环境与运行机制包括体制、经费投 入、思想认识、管理服务、组织落实、培训开发等方面存在的问题，研究了我国 农村人力资源的开发的原则和措施。本文的创新在于从整体上从增加投资、改善 农村教育、转移农村剩余劳动力和构建农村人力资源开发体系四个方面系统地提 出了开发我国农村人力资源的政策建议。 关键词：人力资源、农村人力资源、农村人力资源开发 ABSTRACTThe ABSTRACT The rural population of country is multitudinous，and the latent rural human resources are extremely rich．After the entry into WTO，the global information tide affects the Chinese countryside，which changes the farmers’ideas and thoughts，and the countryside surplus labor force are activated for the public unemployment army． Simultaneously,the farmers’quality is quite low．The question of rural labor force employment is with even more difficulty．How to transform the rich countryside human resources into the abundant human capital，how to transform the huge population pressure into the formidable development power is the basic question which the rural economy society develops．How to enhance the quality ofrural human and comprehensively carry on the exploitation ofrural human resources is extremely urgent and important proposition in the process of rural economy and society development!
