摘要企业是国家创新系统的核心部分，占企业总数绝大多数的中小企 摘要 企业是国家创新系统的核心部分，占企业总数绝大多数的中小企 业则是国家技术创新系统核心的重要组成部分，是一支重要的创新力 量。而政府的扶持和引导在中小企业技术创新活动中起着举足轻重的 作用，是其创新成功不可或缺的因素。 然而，由于受传统计划经济体制以及大企业规模效应的影响，在 宏观管理上仍然缺乏对中小企业技术创新强有力的支持；在政策上一 直未形成系统的中小企业技术创新扶持政策；在法律上对中小企业技 术创新的保护措施还不够。因此，中小企业的创新和发展离不开政府 的引导和扶持。 根据中小企业的基本特征、在社会和国民经济中的地位和作用， 借鉴国外政府扶持中小企业技术创新的经验，结合我国政府扶持中小 企业技术创新的历史和现状及存在的问题，本文以理论为依据指出了 政府扶持中小企业技术创新的必要性和遵循的一些基本原则，提出了 我国政府扶持中小企业技术创新的途径，即：建立政府宏观管理体系， 建立和完善推动中小企业技术创新的财税、金融和基金政策支持体 系，建立和完善支持中小企业技术创新的社会化服务体系。从而形成 了比较全面的政府扶持中小企业技术创新的体系。 本文的创新之处在于从政府扶持的角度研究中小企业的技术创 新问题，构建了中小企业技术创新的政府扶持体系。但是，对政府扶 持中小企业技术创新政策的具体操作和实施方面还有待进一步研究。 关键词政府，技术创新，中小企业，扶持途径 ABSTRACTEnterprises ABSTRACT Enterprises are the key Darts of national system of innovation． Undoubtedly,the sinail and medium．sized enterprises(SⅣ匝s)which constitute the absolute maiority of all of them are important key forces of national technological innovation system．However,the support and guidance of government play an important role in the innovation of SM匣s． and they are irreplaceable Factors foe the innovative success． Influenced by traditional system of planned economy and large—scale effect of laying stress on large enterprises，it lacks forceful support in macro management，systematic supporting policy has not been shaped up and there iS no sufficient protecting measures in legislation for the technical innovation of SⅣ匝S．So the innovation and development of SⅣ匝S cant not be without support and guidance from government． According to the basic features of SⅣ匝s．its status and functions in social and national economy，the experiences of foreign governments and using it for reference have been compared and studied in this paper．The history of our govemment to support SⅣ匝s technical innovation has been reviewed and the current situation and problems pointed out as well． Based on theory the necessity and basic principles for our government to support SM匣s technical innovation have been pointed out．The paper focuses the study a
