p9502735内容提要 p9502735 内容提要 { f我国是个农业大国，近13亿人口中9亿多的人生活在 L 农村。因此，农业、农村和农民问题始终是我国经济发展和 社会进步的根本问题。随着我国加入WTO，随着经济济全 球化在我国各个领域的逐渐渗透，我国农村社会经济发展中 的农民收入增速下滑、农村剩余劳动力转移就业等问题也日 益突显。而依靠科技进步，提高劳动者素质，开发农村人力 、／， 资源是推动我国农村社会经济增长的重要战略措旖。y 宅笠墼娑邀直是开发农村人力资源的最直接最有效的 途径，在全面贯彻科教兴农战略，提高农村劳动者素质，推 动农村城市化进程，转移农村剩余劳动力中具有不可缺少和 不可替代的作用。改革开放以来，我国中等职业教育虽然取 得了长足的进步，但是与农村经济社会发展的实际需要相比 差距还很大，尤其是近年来受内外环境的影响，部分地区的 中等职业教育陷入了难以为继的境地，有的已经名存实亡。 本文从扩大中等职业教育在农村人力资源开发中的重 要作用及如何扩大中等职业教育以推进我国农村人力资源 开发进行分析，以期为我国解决“三农”问题和中等职业教 育改革提供若干有价值的建议。 ’＼一／ 关键词：扩大；中等职教；农村人力资源 Z 吠 Abstract：China Abstract： China is big agricultural country． Among its nearly 1．3 billion population，there are 0．9 billion people living in the countryside．Therefore， issues concerning argriculture，countryside and farmers always essential for its economic development and socical progress．With China’S entry into WTO and gradual infiltration of economic globalization in all fields，the problems such the decreasing of farmers’income accelerating，the trans—employment of surplus labour in rural appear day by day．Whereas，in order to promote the economic development in rural areas，the important strategic steps the development of science and technolgy，the increase of labour’S quality and the exploitation of human The secondary vocational education is the most direct and effective way to exploit human resources，which also plays unsubstituted and indispensable role in fully implementing the strategy of relying science and education to develop argriculture，enhancing the labour’S process of urbanization， and transferring transferring the surplus labour in rural Though the secondary vocational education has made great progress since China carries out reform and opening policy to the outside world，it is far behind the actual needs of economical and social in rural areas development Especially in recent years，affected by the circumstances inside and outside，the secondary vocational education in places has gotten into an awful situation，some of whi
