中文摘要科技创新能力是生产力发展的第一要素，是国家综合实力与竞争力以及可持续发展 中文摘要 科技创新能力是生产力发展的第一要素，是国家综合实力与竞争力以及可持续发展 能力的关键因素。高等学校作为国家创新体系的重要组成部分，其功能和创新能力的高低， 将直接影响着国家创新体系的成功与否。 本文以山东大学的科技创新能力为研究对象，从国家创新系统的角度出发，探讨了高 校在国家创新体系中的重要作用，根据我国高校科技发展的总体思路和客观规律，从纵、 横向两个方面，对山东大学科技创新系统进行了对比分析。纵向上，从科技创新资源、科 技创新投入、科技创新平台、科技创新产出四个方面对山东大学的科技创新系统进行了全 面的回顾和对比分析，指出了山东大学科技仓4新系统的优势所在和目前科技工作中存在的 问题以及学校科技工作内部发展的不均衡点；横向上，根据科技创新活动的自身特点和指 标体系设置的一般原则，参照国家科技统计指标的设立，建立了大学科技创新能力综合评 价指标体系，选取了国内若干知名的综合研究型大学作为评价对象，对山东大学的科技工 作进行定位和客观评价，找出了现行科技工作中存在的问题和与高水平一流大学的差距， 分析了影响山东大学科技创新能力的因素，从科技创新人才战略、学科建设、科技创新平 台建设、科技创新管理四个方面进行了管理和对策的研究。 关键词： 山东大学 科技创新 创新能力 AbstractThe Abstract The creativity of science and technology is the most important factor in the development of productivity,the key of national comprehensive strength and competition as well the ability of continuous development．The ability and the function of the innovation system of university will make direct influence to the SuCCess of national innovation system as an important part of national innovation system． This thesis takes the creativity of science and technology of SDU as the investigative object， stands the point the national innovation system，discussed the important effect of university in national innovation system，bases on the macro·thought and objective rules makes respective comparative analyses in vertical and hofizonml ways to the technological innovation system of SDU．Veaically，reviews and analyses the technological innovation system on SDU roundly in four aspects of technological innovative resources，investment，platform and output，indicates the superiority of technological innovation system of SDU，problems in present technology operation and the imbalance of the inner development of the university；horizontally,based on the selficharacters oftechnology activity and the general principle ofthe setting ofindex-system， consulting the setup of the index of national technology StaL sets up the synthetic appraisement index system of synthetic research university technolo
