摘 摘 要 行政腐败问题是受到全国人民普遍关注的焦点问题，进行廉政建设是执政 党、政府和全国公民的共识。在廉政建设的过程中我们会遇到很多棘手的难题， 政治不通畅是廉政建设中突出和首先必须跨越的障碍。通过对廉政“政通”障碍 的分析，在找出其症结——权力独自，而对症下药解决问题的方法就是进行政府 和民众的民主对话。权力独白是一种深度恶化的行政腐败形态，它背离了民主、 公平和法治等我国现在公共行政的发展方向，表现为权力不受限制和监督的绝对 化状态。要克服权力“独自”就要发展民主“对话”，民主对话是政府和民众彼 此之间的倾听和诉说，通过民众诉说政府倾听来表达民意，通过政府的诉说和民 众的倾昕而达成谅解；民主对话还是政府与民众之间的问与答，由民众发问而监 督和限制政府的权力，由政府回答来履行自己的行政责任。民主“对话”对于廉 政建设尤其有着特别的意义和作用，分别应对于三个方面：巩固政权合法性、支 持一党执政和当前改革开放背景下。廉政建设必须发展民主对话之路，当前民主 对话之路要注重三个方面：～是参与型行政程序与制度的安排，二是实现行政监 督中的公民监督，三是培养行政人员责任意识和公民的公民意识。 [关键词] 廉政建设独自对话 AbstractPolitical Abstract Political corruption issue is hoter and hoter among chinese in these days．That constructing a clean government to anti—corruption is realized by the communist party、chinese government and the mayjority of citizens． The political non—communication of many obstacles in combating corruption is prominent and must be firstly takled over．The uncontrolled being of political power is found being the sticking point and a sort of severe corruption，disobering democracy、justice and nomocracy，the developing destination of chinese administration．The countermeasure to it is strengthening communication between government and citizens． Communication between government and citizens means talking，that is speaking and 1istening between them．When citizens speak and government 1istens．people s will of heart carl be transferred to administration．When government speak and citizens listen，the better co—operation can get． Communication also is citizens、defining and government、s answering． People s defining means supervising and restricting the power of administration and government‘s answering means fulfilling the duty for people．Through analyzing there are three significance in the communicatioil road for constructing a cleaning government，incIuding legal sustaintion of the power，the solidification of CPC and the special sense in an open and reformed background．After the analysis，I confirming three roads to get communication and bui ld a clean gover
