I I 中文摘要 中文摘要 二十一世纪，电子政务的发展正在成为当代信息化的最重要领域之一。电子 政府将促进对整个信息化社会的监督、管理和服务职能，如何运用先进的信息技 术构建电子政府，实践电子政务，以自动化、信息化手段提高政府的行政效能、 行政管理水平和决策准确性，从而更科学、更有效地为社会、企业和公众服务， 已成当代政府越来越紧迫的一项工作。 本论文根据凉山州实际情况，采用千兆以太网技术组建凉山州电子政务网络 工程，以分层设计思想将网络合理划分为核心层、汇聚层、接入层，并明确定位 各层功能；研究并形成了以防火墙、入侵检测系统、三层交换机、网络防病毒系 统为核心的安全防范体系；通过对组播技术的研究，结合城域网高带宽的特点， 实现了在城域网以组播方式直播四路视频信号的应用。建立网络优化指标，制定 并实施优化策略。 在本课题中,作者深入地研究了网络技术,发表《Linux 网络系统的攻击与防范》、 《分布式防火墙技术及应用》、《Internet 防火墙技术及安全策略》、《移动 IP 协议的原理和技术 研究》四篇论文，分析了电子政务的发展情况和凉山州电子政务的现状，参与了该 项目的需求分析、网络安全设计以及网络优化工作。 关键词：以太网，城域网，电子政务，工程 II II Abstract Abstract The 21st century, the development of e-government is becoming one of the most important areas of modern information technology.
