东北大学硕士学位论文 东北大学硕士学位论文 摘要 论高校行政权力与学术权力关系的合理调试 摘 要 行政权力和学术权力是存在于高校内部的两种基本权力形式。随着高校内部 管理体制改革的不断深入，行政权力与学术权力的协调与平衡已经越来越得到高 校领导的重视。我国高校的内部管理属于典型的“科层制管理”模式，其行政权 力具有明显的“科层化”特征。在实际工作中，学术权力与行政权力交叉渗透， 不可避免会产生矛盾，发生冲突，关键原因在于高校学术管理机制存在许多的缺 陷，具体表现为：学术机构行政化，学术意识淡薄，缺乏与行政权力相适应的学 术管理机制。 最后，文章通过借鉴西方高校的四种权力模式及其变革，进行大胆创新，力 图在行政权力与学术权力的相互交织、冲突中找到协调的途径——建立以学术权 力为主导的权力运行机制；协调行政系统和学术系统的关系；建立能够适应学术 组织变迁的灵活化、柔性化行政管理系统；强化校领导在整合学术权力和行政权 力中的枢纽作用等，以此合理调试我国高校彳亍政权力与学术权力的关系，确保高 校健康快速的发展。 关键词：权力结构；行政权力；学术权力 II 东北大学硕士学住论文 东北大学硕士学住论文 ABSTRACT Reasonable Adjustment ofAdministrative Power and Academic Power in Higher Institution Institutes Abstract Administrative power and academic power arc two basic forms，both of which exist in the higher institution institutes．As the internal system reform in the higher institution institutes is continuously developing．The harmonization and the equilibrium between administrative power and academic power more and more obtain the high opinion of university leadership．In china，the inner managing form of higher institution institutes belongs to the typical Bureaucracy Mode，administrative power bears曲vious bureaucracy chamcteL In fact， administrative power and academic power are interwoven,procreating the contradiction．The key reason is that there many limitations in academic managing mechanism．For example，the academic institution is bureaucratic， academic conseiousness is indifferent and the academic managing mechanism that is adjusted with administrative power is absent． Lastly，the dissertation USeS the four power fontns in west universities for reference，innovating daringly，through interweaving and conflicting effects striving to find the method of harmonization and equilibriumm--establishing the power circulative mechanism in which academic power is magisterial，harmonizing administrative system and academic power，intensifying the intramural leaders’h
