Cultural strength becomes a significant part in the competition in overall national strength. The cultural industry is a sunrise industry, and it has becoming a pillar industry in many developed countries. In China, Cultural industry also has made big progress by nearly 30 years development. It has become one of the pillar industries in some areas, which caused a certain depth and scope studies from the academic world. However, scholars put most of their attentions on the big cities, and the problems on rural areas cultural industry development are being relatively ignored. To define the function and role of the government in the rural cultural industry development under the circumstance of the growing vigorously development of the cultural industry, especially in rural area, have realistic and theoretical significance to promote the healthy cultural development in different rural areas, and to continuously enhance the overall strength of the cultural industry in rural areas. On the basis of realistic background, and according to the Shengzhou cultural industry development, this paper tried a deep study on the government functions on the rural areas cultural industry development.
