山西 山西省晋城市住房公积金管理研究 PAGE PAGE 3 摘要 住房公积金是我国住房保障的一项重要的内容，它是在借鉴新加坡制度 1991 年首次在上海建立起来的，它的发展为我国住房制度的发展奠定了一定的 基础，它不仅是一项住房制度，同时也是一项符合我国国情的社会保障制度。 本文本着提升公积金的保障功能的目标，分析了山西省晋城市住房公积金的管 理与运作存在的问题，并提出了完善住房公积金运行的针对性建议，以不断提 升住房公积金的民生保障功能，满足广大消费者购房需求。本文运用定性与定 量分析的方法和理论与实践相结合的方法，分析了山西省晋城市住房公积金管 理和运作现状、缴存、提取使用监督的状况。并从中发现了一系列的问题：立 法滞后、缺乏必要的检察权、欠缴和少缴现象多有发生、保值增值渠道少、监 督体系不完善等。在分析出现这些问题的基础上，针对上述问题提出相应对策 建议：创新管理模式、扩大覆盖面、对住房公积金的提取使用进行规范和创新、 加强社会各界的监督等，来促进山西省晋城市住房公积金健康发展。 【关键词】住房公积金 运行 管理 完善 Abstract The public accumulation fund for housing construction is an important content for our country housing security.
