According to the economic development situation, the government constantly adjusts the trading policy and promotes the economy efficiently. For a long period, our country implements a policy that restricting the import and encouraging the export. This policy can accelerate economic development in certain period of time. But as Chinese economy develops on a certain stage, this policy gradually becomes an obstacle for further development of our economy. Thus, the government puts forward the strategy that enlarges the import at the right moment. Its purpose is to drive economic continued development with the enlarging import. This paper starts with studying the policy and situation of our foreign trade, analyses the necessity that China implements the enlarging the import strategy in an economic transitional period. Enlarging the import strategy has positive effects on industrial safety, but there are also some negative effects. This paper analyzes the problem of Chinese industrial safety by referring to advanced countries’ experiences, puts forward some legal countermeasures as follows: Firstly, utilize anti-dumping measure to maintain the industrial safety. Secondly, utilize anti-subsidizing measure maintenance to maintain the industrial safety. Thirdly, utilize protecting measure to maintain the industrial safety. Fourthly , utilize tariff measure to maintain the industrial safety. Fifthly, utilize technical trading standard to maintain the industrial safety. Sixthly, establish the system of industrial safety precaution. The view of this paper aims to guide the import by using legal measures, and make the effect of enlarging the import on the industrial safety to the best.
