华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract In order to solute the problems of the shortage of finance and the insufficiency of competition in the country side , fully develop Chinese country finance, and support the “the three rural ”as well as the development of minor enterprises ,our state has started the incrementre formation of country finance institutions since late 2006.Country banks consists the main force of this new reformation .More than 749 country banks have been existed all over our state until the end of the first quarterin2012. However, being a new object, the development of country banks is still preliminary and the immaturities will surely be exposed in the operation course later on. Under the background of market economy, normal operation of market-subjects has to rely on the restraint and governance of various valid regimes ,especially legal regimes .This thesis main introduces the theoretical framework of country banks ,the existing legal system and the current situation of operation .And still , according to the introductions above ,this paper will provide suggestions on how to realize the long-acting development of country banks . This paper can divide into four chapters : The first chapter is about the introduction of the theoretical frame work of country banks ,which will introduce the background of development ,the definition ,the characteristic ,the nature and the necessary development of country banks .Besides ,the compere between country banks and other country finance institutions will discussed in this chapter .Chapter two introduces the existing legal system and the current institution of country banks ,puts the legal system into shape, analyzes the defects of current legal system from aspects of building ,operating and supervising regimes ,and makes an analysis combining the current managements of country banks .Chapter three focuses on the regime of country banks abroad mainly from their operation pattern to their legal systems ,and c
