Analysis on the Effect of Siizhous Establishing ^ Consumer Rest Assured City Policy ^、 研究生姓名 指导教师姓名 ?学位名称■ ? 共?理碩+ 研究方向 城市建设与管理 ,； ‘“ ： 中文摘要 创建消费放心城市政策是苏州市在经济发展到一定程度之后，为了推动经济 的可持续发展，构建一个老百姓能够放心消费的市场环境而提出的。这一政策的 实施不仅是苏州市经济发展的要求，也是苏州市提升城市形象，.早日实现“两个 率先”的必然选择。自2004年政策提出以来，经过3年多的实施，在加快经济社 会发展，推动企业诚信经营，提高消费者满意度等多方面取得了良好的效果。本 课题试图对苏州市创建消费放心城市政策的实施进行研究，运用政策效果评估理 论，通过“前一后对比”的分析方法，对政策实施后在政府、企业、消费者这三 个层面所产生的具体效果进行分析比较，发现政策实施后对苏州市的消费环境所 带来的改变，调查消费者对于此项政策的回应度；分析政策实施过程中存在的问 题，并提出相关建议和思考，为今后在制定适合本地区城市发展要求的政策，以 及相关政策的实施和政策效果评估提供借鉴。 关键词：消费放心政策效果政策评估 作 者：李维嘉 指导教师：钮菊生 Analysis on the effect of Suzhous establishing consumer rest assured city policy Abstract Analysis on the Effect of Suzhous Establishing Consumer Rest Assured City Policy Abstract To promote sustainable economic development and create a good market environment for civilians, Suzhous government put forward the policy of establishing a Consumer Rest Assured City with the citys economy having developed to some extent. Since the policy was brought forth in 2004, carrying it out has been obtaining good effects in promoting enterprises managing honestly, raising the rate of consumers satisfaction and accelerating economy society development. Through the research in the policy of establishing a Consumer Rest Assured City and analysis on the policys particular effects on the government, enterprises and consumers by the theory of policy effect evaluation, this topic attempts to find problems in process of implementing the policy and give some related advice and viewpoints hoping to provide some references to the local government on relevant policies implement and policy effect evaluation in future.
