The 3rd and 4th session of 16 National Peoples Congress put forwards the requirement of comprehensively building up a comfortable society, including 5 overall plans, scientific development and setting up a harmonious society. The conferences said that the relation should be further given attention to from the development of society and economy to population, resources and environment .All these mean that the developing routemodel and strategy of our modernization construction in our new stage of the new century will be transferred to the orbit of rotating and ecology economy. Shennongjia is the ecology-undestroyed green wonder in the areas of middle latitudes on the earth, and its also a precious sample of the co-existing between human beings and natures, we still face a severe challenge and we still have a lot of difficultiesfor we must implement the idea of scientific development, we must set up a harmonious society, so the problems about both protection and development are worth analyzing and researching. This thesis is to do some analysis and research based on ecology protection, the development for economy and society, and the relation between protection and development.
