Abstract Abstract After more than ten years practice and reform, China has already formed the basic framework of Rural Endowment Insurance, but still far from consummate. On the background that Chinese economy grows fast and the three dimensional rural issues more and more become the key problem of China’s development, how to construct the Rural Endowment Insurance, in the basic social and economic environment, which is adapted to the development of Chinese market economy and functional to serve the goals of constructing new rural area, eliminating the three dimensional rural issues and constructing harmonious society, has become a big problem in front of the present government, society and scholars.The rural social old-age insurance system is the base and the core of the rural social security system. It is an important social system which related to basic living of hundreds of millions of Chinese farmers. The time of reform and practice of the rural social old-age insurance system is more than 10 years, the system achieved preliminary results, but also encountered many difficulties and problems. It is far behind from real needs of farmers. It has been difficult to adapt to the requirements of social development in rural areas. To innovate our rural endowment insurance system is a need for improving the rural social security system and guaranteeing the basic living of aging population in the country, a desire for adopting the fast speed of aging population, and a help for establishing harmonious society and keeping national economy’s sustainable development.
