新中国慈善事业演变研究－－以政府立场为视角 摘 要 慈善事业是建立在美好人性基础上,体现人们互助精神的一项伟大事业。 我国是一个有着助人为乐、乐善好施传统美德的文明之邦,然而,慈善事业却 在新中国成立后经历了一段曲折的发展。笔者认为,在影响慈善事业发展的众 多因素之中,政府立场是一个非常重要的因素。本文对不同时代背景下政府对 发展慈善事业的立场进行梳理,并在此基础上对新中国成立后慈善事业的发展 历程进行了阶段划分,从而反应出政府立场在新中国慈善事业演变过程中的重 要作用。 本文在搜集信息方面主要采取文献研究方法,而在研究慈善事业发展史时, 采用了典型事件与阶段划分相结合的方法,以政府立场为标尺,对历史阶段进 行划分,并对每一个阶段进行整体的归纳和研究。 本文主要分为四大部分: 第一部分为文章的绪论,介绍了文章的研究背景与意义等。 第二部分介绍了新中国慈善事业的曲折发展历程并分析了各种影响因素, 指出政府立场在其中的决定性影响。 第三部分包括四个章节,对新中国慈善事业发展中政府立场的转变分为限 制、排斥、接纳和倡导四个阶段,并分别在每个章节中对其进行了梳理和归纳。 第四部分是在第一、二部分的基础上所做的总结,阐述了文章的主要结论。 本文的特色在于,对新中国慈善事业近60年的发展进行了回顾,系统梳理 了建国后党政历史文献及相关政策文件,归纳出政府对发展慈善事业的立场在 不同时期的差异,并以此作为一个全新的视角去探讨慈善事业的发展。此外, 本文还将最新的时政信息及典型事例引入文中并加以剖析,体现了与时俱进的 精神,也为日后自己或他人的进一步研究提供可参考的思路。 关键词:慈善;慈善事业;政府立场 Abstract Founded on the goodness of humanity, Charity Career reflects the spirits of mutual helps of human beings. China is a civilized country whose citizens always find it a pleasure to help others in need.
