On April 16，2001，at Virginia Tech Univer－ sity，a south Korea-born gunman killed 32 people and wounded 15 others before killing himself.It was considered as the deadliest shooting ram－ pages in murders U.S.history. On January 16，2002，at the Appalachian School of law Gundy，a former student shot and killed a dean，a professor and a student.Three other people were wounded. On February 1st，2008，at Northern Illinois University，a gunman opened fire on a geology class，killing five people before taking his own life.A total of 22 people were shot，including the gunman.In fact，this shooting was the fourth at a U.S.school within a week. What is it about colleges and schools in the United States that attracts deranged shooters? The United States is a nation where water guns are standard toys for children，and where their heroes legacies of violence are ignored and their deeds are glorified as being patriotic.Can this nation settle this argument and solve this problem? In the United States，Congress continues to debate the efficiency and constitutionality of fed－ eral regulation of forearms and ammunition.In fact，various federal laws have been enacted since 1934
