北京市城中村改革土地利用效率问题分析 摘 要：中国改革开放以來，土地利用率的问题一直在被深入研究探讨着，然而城中村 也就是城市屮的农村现象在我国的经济发达地区是非常普遍和常见的，每一个经历过快 速发展的城镇几乎都存在城中村问题，并且深刻彫响了城市和乡村的发展，成为农村城 市化的巨大阻力。城市化的进程受到土地资源条件的约束与引导，良性的城市化是实现 资源和合理利用，尤其是土地资源的开发、利用、保护、和整治的有序过程；恶性的城 市化将导致资源浪费，甚至是土地资源的退化。只有正确引导合理利用城市土地才能合 理、科学的规划土地资源。然而城中村的改造是一项复杂的系统工程，城中村是我国特 有的土地所有制背景下形成的。本文以北京市众多城屮村为例并从土地利用率的角度， 郑重的指出现阶段的土地利用的现状，从而引发了城中村改造中土地利用率低的原因， 并提出了提高土地利用效率对城中村改造的必要性，针对在改造中出现的系列问题等， 提出改造中提高土地利用的措施和建议。 关键词：土地利用率 土地问题 城屮村 The Beijing，s Villages in The Transformation of TheLand Use Efficiency Abstract: Chinas reform and opening-up over the past many years, the villages in Chinas economic phenomena are very common developed regions, each experienced rapid development of almost every town existing problems, villages and profound influence on the development of urban and rural urbanization of rural areas, become great resistance. Urbanization is the constraint condition of land resources, with the guidance of the urbanization is benign to realize the resource and rational utilization of land resources, especially the development, utilization, protection and renovation of orderly process, the urbanization and will cause the waste of resources, even the degradation of land resources. Only the correct guiding rational use of urban land can be rational and scientific planning of land resources? Villages，reform is a complicated system engineering, economic, political, and historical, environment etc. And in all aspects of land as a starting point is the most effective choice, Villages are characteristic of land ownership in the background.
