摘 要 本文提炼了一些国内外文献的观点，界定了环境监测、基层环境监测站、管 理体系的基本概念，介绍了行政监督理论、戴明循环等理论基础，用来探索研究 温州市S 区环境监测站这个特定对象，希望探索出能够促进基层环境监测站更好 地履职尽责和更快更好发展的对策建议。同时，本次探讨也希望能够加强人民对 我国环境监测体系的认识，提升我国环境监测体系的管理效率，尤其是基层环境 监测站点建设提供了一定的实际参考和应用价值。 对公共管理的相关理论做了综述。管理的研究主要集中在控制、全面管理和 管理改进三个方面。公共管理的基本理论很多，如行政监督理论等，相关研究正 在深入和丰富起来。但是，运用这些理论针对环境监测站管理问题的相关研究依 然存在一定的问题和不足，如政府职能转变，温州市S 区环境监测站的管理需要 更新的角度，更深的层次进行解读、匹配，需要后续继续研究温州市S 区环境监 测站在如何提高管理方面做更为深入的研究和探讨。 本文还引入了基本运用于企业管理的 PDCA 循环，再依据《检验检测机构 资质认定评审准则》和《检测和校准实验室认可准则》（ISO/IEC17025：2005 ） 对温州市S 区环境监测站提出了改进原则和改进措施，对温州市S 区环境监测站 的原先的管理目标做了重新修订，设计改进方案，建立了全面管理的管理体系， 同时对该方案进行了评估。 本文最后提出了从优化组织机构及部门职责、完善质量管理体系文件、加强 内外部质量管理、规范仪器设备的使用和维修保养、保证适宜的检测环境、加大 人员培训等几方面改进措施。 关键词：环境监测；管理体系；行政监督理论；PDCA 循环 I Abstract This paper abstracts the viewpoints of some domestic and foreign documents, defines the basic concepts of environmental monitoring, grass-roots environmental monitoring station and management system, introduces the theoretical basis of administrative supervision theory, Dai Ming cycle, etc., which is used to explore and study the specific object of environmental monitoring station in S district of Wenzhou City, hoping to explore the right that can promote grass-roots environmental monitoring station to perform its duties better and develop faster and better Policy recommendations.
