摘 要 随着我国城市化的快速推进，城市公共安全的严峻形势令我们共生共存的 社会置于高风险状态。当前，国际社会风险不断累积、灾害事故频发，我国社 会发展正值关键转型期，城市公共环境也是 “危机四伏”，各类突发公共安全事 件威胁着人民生命财产安全的同时也给国家和社会带来巨大的损失和危害，确 保城市安全运行的理念日益引起社会公众和政府部门的重视。在经济社会发展 的新时代，公共安全风险呈现出新的趋势。上海市作为我国特大城市之一，承 载着超大的人口规模和巨大的发展压力，对其进行城市公共安全管理与城市风 险评估无疑颇具挑战性和复杂性。基于上海市的特殊定位，有效应对上海市内 在的脆弱性应当从多个方面开展安全管理工作，实现全方位布局、多领域研究。 针对风险多发的城市进行公共安全风险评估及指标体系的研究举足轻重， 科学的风险评估能够切实助力城市及早发现潜在风险隐患，提升城市公共安全 管理综合实力。基于此，论文通过剖析城市公共安全风险评估现状，阐述公共 安全管理理论及相关理论基础，深入分析 “脆弱性”与 “能力”评估指标体系， 以上海市为研究对象进行城市公共安全风险评估的实证探索。通过梳理城市公 共安全风险评估框架，对上海市进行风险识别与风险评估，将量化数据代入评 估指标体系中，并采用因子分析法对当前风险指标数据进行测算，对风险评估 结果做进一步客观分析，进而更透彻地分析现有的公共安全短板和安全发展瓶 颈，探讨城市公共安全风险管理的优化路径，有针对性地提出一系列改善对策 与建议，试图从中发掘保障城市公共安全运行的一般性规律，为我国城市公共 安全风险管理在发展规划、应急部署、设计布局、风险防范等方面提供有力参 考，有利于强化城市公共安全风险管理，全面提升抵御风险能力，促进社会安 全和谐发展。 该论文有图18幅，表21个，参考文献75篇。 关键词：城市公共安全；脆弱性与能力；指标体系；风险评估；因子分析法 I Abstract With the rapid advancement of urbanization in China, the severe situation of urban public security puts our symbiotic society at a high risk.
