社区养老服务中社会资本对社会组织合作意愿的影响研究 ——以合肥市包河区为例.pdfVIP

摘 要 随着“银发浪潮”的不断发展，我国人口老龄化继续呈现出发展速度快、地 区发展不平衡等特点，社会养老问题日益突出，给政府、机构和家庭带来了压力。 同时，在城市社区养老服务供给中，基层政府作为服务的主要承担者和规划者， 仍面临着服务职能界定不清、服务范围有限等问题。在国家积极推进治理体系和 治理能力现代化的宏观背景以及中国社会发展进入新阶段的时代背景下，社会组 织作为一股重要的社会力量，在社会和社区发展中发挥着越来越重要的作用。社 会组织活力与社会资本密切相关，社会资本形塑社会组织。有效调动和运用社会 资本，能够进一步增强社会组织活力和合作意愿，更好地统筹和协调社会资源， 对优化公共服务合作供给质量具有重要意义。 文章基于社会资本理论，通过对合肥市包河区社区养老服务中社会资本对社 会组织合作意愿影响的现状调查以及相关数据的分析,得出社会资本会对社会组 织合作意愿产生正向影响。同时，通过描述性分析和访谈调查，具体说明正向影 响表现为包河区社会组织社会资本发展的不足将使其合作意愿的识别存在困境、 合作意愿的表达缺乏主动和有效的途径以及合作意愿的维持缺少长期保障。在对 问题进行分析的基础上，结合包河区实际情况，从社会资本视角出发，对合作意 愿问题产生的原因进行探讨，并指出基层政府和社会组织可以从社会资本的结 构、关系和认知三层面改善社会组织合作意愿状况。在认知层面，基层政府和社 会组织可以通过提升和强化合作认知增强社会组织识别合作意愿的意识。在结构 层面，基层政府和社会组织可以通过拓展和巩固社会关系网络结构健全合作意愿 的表达途径。在关系层面，基层政府和社会组织可以通过加强和完善关系管理促 进社会组织合作意愿的长久维持。 该论文有图6 幅，表26 个，参考文献122 篇。 关键词：社区养老服务；社会资本；社会组织合作意愿 I Abstract With the continuous development of the silver hair wave, Chinas aging population continually shows the features of rapid development and unbalanced regional development.
