摘 要 盐城市亭湖区先锋街道位于盐城市主城区，近年来，随着我国经济社会的迅 猛发展，各地城市的建设和发展质量已成为大家身边的关切的问题，城市社区的 建设、治理体系和治理主体也在不断的发展变化，因此研究城市社区治理问题， 对构建新时期健康、和谐、稳定的社区，以及对提高城市社区人员的综合素养具 有重要的现实意义。虽然对城市社区的治理问题学术界的研究已取得了一定的成 果，但是在实际工作中，随着社会及城市发展脚步的加快，诸如城市社区居委会 自治功能不显、城市社区人们利益及矛盾的冲突等负面影响也日益凸显，因此对 该城市社区治理问题的研究就十分必要。 论文以盐城市亭湖区先锋街道城市社区治理问题为研究主题，对国内外学者 关于城市社区治理方面的相关概念、基本理论等进行梳理的基础上，重点总结了 亭湖区先锋街道在社区治理的过程中，如何推进其治理主体的多维协作，形成共 驻共建的完整的合力。结合先锋街道城市社区具体情况，深入的剖析了当前先锋 街道社区治理中存在的问题，剖析得出当前先锋街道社区建设缺乏前瞻性统筹、 多元主体之间相互冲突、城市社区自治功能发挥不足等原因，通过整合、借鉴成 熟地区经验，探索政府在治理中的角色定位，提出了优化治理结构、发挥社会主 导作用、提升城市社区党建网格化管理水平等工作建议，为盐城市亭湖区先锋街 道及其他类似地区在政府主导下的城市社区治理提供对策参考。 关键词：城市社区；社区治理；亭湖区先锋街道 I Abstract Xianfeng street in Tinghu district ofYancheng city is located in the main city of yancheng.
