我国版权贸易现状、存在问题及对策分析 摘要：在国际交往日益频繁的今天，包括知识产权在内的服务贸易越来越受到各国的重视。 版权贸易作为服务贸易的一种，涉及一个国家的政治、经济、文化、科技等各个层面，对国 家的经济建设和文化建设影响很大，已经成为各国不可或缺的贸易内容。自 1992 年我国正 式加入《世界版权公约》和《伯尔尼公约》以来，我国的版权贸易取得了长足的进步，版权 贸易体制不断完善发展，版权贸易的数量和质量显著提升，极大地丰富了我国出版物市场。 但由于我国的图书版权贸易起步较晚，发展还很不成熟，存在着图书版权进出口持续失衡、 逆差现象严重、国内地区对外贸易发展不平衡、图书盗版猖撅等问题，影响着我国版权贸易 的健康发展。研究我国版权贸易的现状和存在的问题以及对此提出相关的对策，对促进我国 版权贸易的发展有很大的积极意义。本文主要介绍了版权贸易的概念、特性，将版权贸易在 我国和欧美发达国家的发展现状作比较，把我国存在的问题和不足摆出来，并提出了一些建 议和对策。 关键词：版权贸易，发展状况，发展对策 Abstract ：Service trade including intellectual property is being given increasing attention in the era of increased international connection. As a sort of service trade, copyright trade involves each term of the politics, economics, culture and technology of a certain nation, and exerts a tremendous influence on the economic construction and the culture construction, and has become the indispensable part of the trade of each country. Since China officially joined the Universal Copyright Convention and the Berne convention in 1992, copyright trade of our country has made substantial progress, the development of Copyright trade system is constantly optimized, and the quantity and quality of copyright trade significantly increased, which greatly enriched the publications market in our country. However, there exist some problems which affect the healthy development of copyright trade in our country such as continued unbalance of foreign trade, adverse tremendous trade deficit, unbalanced development of external trade of domestic region, and serious pirate phenomenon since the “late start” and the immaturity of t copyright trade of our country. To research the current situation and existing problems of the copyright trade of our country and puts forward some countermeasures accordingly makes tremendous positive meaning for the development of the copyright trade of our country.
