GFS began operating on 1st April 1993 immediately It is now one of the disciplined services of the Government of the Hong Kong Special Administrative Region, which employing 225 civil servants, responsible for flight operations, maintenance and administration Vision and Mission Vision To be recognized worldwide as a provider of excellent search, rescue and aviation support services. Mission To serving the community and the Hong Kong government by providing 24-hour aviation support through dedication, teamwork and professional excellence. GFS services aim to be Safe Responsive Efficient Cost Effective Vision and Mission Major tasks: To carry out search and rescue over both land and sea 陸上和海上搜救 To conduct casualty evacuation 運送傷者 To support the Hong Kong Police Force and other law enforcement agencies of Hong Kong in carrying out their law enforcement duties 支援香港警務處和其他執法機關的執法行動 To assist in fire fighting and in responding to any other emergencies which constitute a threat to life or property 協助撲滅火警，以及在發生危及生命財產的其他緊急事故時協助應變 To carry out photography for aerial surveys 為航空測量工作提供空中攝影服務 To assist the medical services 協助提供醫療服務 Structure The unit is headed by the Controller (政府飛行服務隊總監) who reports directly to the Secretary for Security( 保安局局長) . The Controller is supported by the following sections: Operations Section (行動組) Training and Standards Section (訓練及標準組) Engineering Section (工程組) Quality Section (品質保證組) Administration Section (行政組) Structure The Operations Section It is the core part of the unit.
