摘 要 摘 要 基本公共卫生服务是由城乡两级基本医疗卫生机构向全体居民提供的公益性公共卫 生干预措施，是国民疾病预防控制的第一道屏障，是提升国民身体素质、建设健康中国的 重要基石。打破基本公共卫生服务城乡二元化现状，实现城乡基本公共卫生服务财力、物 力、人力的均衡发展，对于维护社会稳定、提升人民群众幸福感和获得感至关重要。 本文以日照市岚山区为例，从资源配置、项目执行和实施效果三方面对其城乡基本公 共卫生服务均等化问题进行了研究。首先，在对基本公共卫生服务均等化进行阐释的基础 上，构建了基本公共卫生服务均等化的指标体系。其次，以日照市岚山区城乡基本公共卫 生服务均等化为研究对象，按照指标体系框架详细分析了目前的现状以及存在的问题，包 括资源分布方面的资源配置不达标、医疗队伍结构不合理问题，项目执行方面的公共卫生 供给低效率、网络配置不均问题，实施效果方面的服务质量不高、医患信任危机问题等。 再次，对岚山区城乡基本公共卫生服务非均等化进行深入分析，发掘出财政配套不合理、 人员不足素质不高、服务单一、缺乏信息化建设、服务对象层次不一、信息不对称等原因。 最后，结合国内外经验，提出了促进岚山区城乡基本公共卫生服务均等化的对策，即通过 统筹卫生资源结构机制，重视卫生人力培养，积极探索服务模型创新发展，优化卫生信息 网，提高公共卫生服务意识等。 本文运用理论分析和实证研究方法，总结理论基础，通过抽样数据对比、评价指标、 调查问卷等对日照市岚山区城乡基本公共卫生服务均等化进行研究，创新点在于以日照市 岚山区作为研究客体，整理出相适应的具体基本公共卫生服务均等化三级指标体系，通过 对服务机会、过程、结果三方面分析岚山区城乡基本公共卫生服务均等化的现状、存在的 问题，提出了相应的对策建议。 关键词：城乡基本公共卫生服务，均等化 I Abstract Abstract Basic public health services are public-welfare public health interventions provided to all residents by basic medical and health institutions at both the urban and rural levels. To break the dual status quo of basic public health services between urban and rural areas and realize the balanced development of financial, material and human resources of basic public health services in urban and rural areas is crucial to maintaining social stability and improving peoples sense of happiness and gain. Taking Lanshan District of Rizhao as an example, this paper studies the equalization of basic public health services in urban and rural areas from the aspects of resource allocation, project implementation and implementation effect. Firstly, on the basis of explaining the equalization of basic public
