碳关税壁垒对我国纺织品出口的影响和对策分析 1 碳关税壁垒对我国纺织品出口的影响和对策分析 摘要：由于全球气候环境持续恶化，在2008年的金融危机的催化下，美国于2009年提出碳关税政策，表示其从2020年后将对一些不实行碳减排限额政策的国家开征碳关税，其中就包括中国。实际上，一些学者认为这种行为是一种新型的绿色贸易壁垒，是发达国家为发展本国经济、保护本国相关产业而推行的具有贸易保护主义性质的政策，然而一些发达国家仍旧极力赞同此项改革。2017年中国纺织品出口额占世界的35.90%，成为世界上重要的纺织品生产国和出口国，属于高碳排放行业的纺织业毫无疑问在此情形下将会受到巨大冲击。 目的是预估碳关税壁垒对我国纺织品出口贸易的制约和挑战，并提出相关的意见和建议。一方面整理和分析碳关税提出的现状和合理性分析，在此基础上分析碳关税与纺织行业的相关性；另一方面分析我国纺织品出口贸易的现状，包括商品结构、地理结构、出口规模以及纺织行业的碳排放现状和影响因素。最后分析碳关税开征对纺织行业的影响并提出我国纺织品出口贸易应对碳关税征收的对策和建议。 关键词：纺织品出口贸易，碳关税，碳排放 Challenges and Development Countermeasure Research of China’s textile Export in Carbon tariff barriers Abstracts: In 2009, The United States proposed that it would impose import products’ carbon tariffs of countries(China included)those did not implement reducing carbon emissions from 2020 Under the influence of the United States’ subprime mortgage crisis and the worsening global deterioration of climatic circumstance. The essence of carbon tariffs is a kind of new green trade barrier which developed countries could use it to protect domestic related industry in short terms and stimulate economic growth. Therefore the reform was endorsed by some developed countries. However, China is the world’s largest textile producer and exporter, so the carbon-intensive textile industry would be definitely and greatly influenced in in this case. This paper aims to estimate the restriction and challenges of carbon tariffs on China’s textile exports, and give relevant opinions and suggestions. On the one hand, it summarizes some theories related to carbon tariffs and analyzes the current situation and rationality of carbon tariffs, and further studies the correlation between carbon tariffs and the textile industry. On the other hand, the paper explores the situation of the export trade of China’s textile goods, including commodity structure、geographical structure、export volume and current situation and influencing factors of carbon emission.
