基于区域要素禀赋视角的公共池塘资源研究综述 李磊1.2,郑春东I,吴春林】，丁浩国I (1.天津大学管理与经济学部，天津300072； 2.天津大学公共资源管理研究中心，天津300072) 摘要：在区域经济可持续发展思想框架I、研究公共池塘资源(Common-Pool Resources, CPR) 作为区域要索禀赋的管理和利用具有亜:要意义。木文主要冋顾了网类文献，分别是CPR自主 治理理论相关文献、CPR产权形式和管理体制演变研究相关文献、CPR利用成功的影响因素 研究相关文献和应用数据包络分析方法测度公共资源配置效率相关文献。通过这些文献综 述，实质上集中探讨了两大类焦点问题：一是CPR管理体制与生俱來的政治色彩以及体制施 行与人类实际行为的偏差，二是CPR利川效率(或管理绩效)的定量测度与评价。这两方面 问题的解决构成了冇效利用CPR这一类亜要的区域要索禀赋的关键，是保障区域经济可持续 发展的体制与方法上的亟妾举措。本文提出这两类焦点问题，论述了解决它们的必要性和紧 迫性，并提供了解决的明确思路，以起到借鉴与指导作用。 关键词：公共资源管理；公共池塘资源；H主治理；利用成功度；数据包络分析 中图分类号：F205 Research Review of Common-pool Resources From ThePerspective of Regional Factor EndowmentLI Lei 1.2, ZHENG Chundongi, WU Chunlim, DING Haoguoi (1. Tianjin University, Center for Public Resource Management, Tianjin 300072) Abstract: I It is of vital importance to study the administration and utilization of Common-Pool Resources (CPR) as the regional factor endowment in the theoretical framework of regional economic sustainable development. This paper mainly reviewed four kinds of literatures, that is, CPR autonomous administration, evolution of CPR property right forms and administrative institutions, factors impacting on the success of CPR utilization, and measurement of allocative efficiencies of common resources using Data Envelopment Analysis (DEA). By means of reviewing the above literatures, it focused on two significant academic issues essentially. One is the inherent political nature of CPR administrative institutions and the gap between the institution enforcement and the actual human behavior; the other is the quantitative measurement and analysis of the efficiency of CPR utilization (or in other words, CPR administrative performance)?
