中国上海自由贸易港发展对策与建议 摘 要 早在1982年，我国就有学者开始研究在我国建设自由贸易港区这一概念，并对此进行了深入研究。在2017年的3月，国务院提出了发出了一份关于上海自由贸易试验区改革开放的方案，而在接下来的同年10月的19大会议中，明确提到了自由贸易港的相关内容，要求推动形成全面开放的对外贸易新格局,同时要赋予自由贸易试验区更大改革自主权,探索建设自由贸易港。2018年，上海市各部门开始到临岛区域展开调研自2017年底开始，美国开始从国际贸易方面针对中国，从而引发了持续了将近两年的中美贸易战争，国际贸易环境不容乐观。而2019年年底爆发的新冠肺炎病毒，更是使得我国面临的国际贸易环境变得更加恶劣。自由贸易港作为一个拥有更高的贸易自由的区域，它的建设对我国渡过现有的贸易难关起到了尤为重要的作用。本文通过分析上海港自身的历史背景、地理位置优势并借鉴国（境）外建设自由贸易港的优秀经验和总结国（境）外建设自由贸易港在发展过程中的不足，并结合我国实际情况提出适合我国国情的自由贸易港发展对策以及对自由贸易港建成后的前景进行展望。 关键词：对外贸易；自贸港建设；贸易自由化 Countermeasures and Suggestions for the development of China Shanghai free trade port Abstract As early as 1982, some scholars in China began to study the concept of building free trade port area in China and made in-depth research on it. In March 2017, the State Council issued a proposed free trade area of Shanghai scheme of reform and opening up, and for the next big meeting in October 19 explicitly mentioned the related content of the free trade port, that form the new pattern of foreign trade, fully open at the same time to give free trade area greater autonomy reform, explore the construction of free trade port.
