PAGE V 中国空域管理改革与发展趋势研究 摘 要 经过多年的努力，中国国民经济排到了世界前沿，带动了航空业迅猛发展。最初，由于国防需要，航空业兴起促使了空域管理体系的形成。如今，航空给我们带来的不仅是稳固的国防、便利的民航，还反推着社会经济的增长。人们开始越来越依赖航空产业与航空活动带来的安全、便捷与享受。这激化了人们对航空活动的大量需求与落后封闭的空域管理体系之间的矛盾，导致航空业，尤其是民航业的发展进入了瓶颈期。总所周知的航班延误事件就是其中一项明显表现。为了更好的解决这类问题，需要通过对我国空域管理的合理分析研究，找出针对我国空域管理体系现状的漏洞和相应的解决方案。还要对民航运输与通用航空的发展做出可行性分析，探索空域管理改革中切实可行且双赢的改革措施，并对航空业未来的发展抱有美好期望。 关键词：空域管理 体制改革 民用航空 通用航空 Research on the Reform and Development Trend of China Airspace Management ABSTRACT After years of struggle, the national economy of China is one of the best in the world, driving the rapid development of the aviation industry. Initially, due to the needs of national defense, the rise of the aviation industry prompted the formation of an airspace management system. Nowadays, aviation brings us not only solid national defense and convenient civil aviation but also promoted social and economic development. People increasingly rely on the safety, convenience, and enjoyment brought by the aviation industry and aviation activities. This has intensified the contradiction between the large demand for aviation activities and the backward and closed airspace management system. It has led the fast-growing aviation industry, especially the civil aviation industry, into a bottleneck period. The well-known flight delay incident is one of the obvious manifestations. To better solve such problems, it is necessary to put forward loopholes and solutions aimed at the current status of Chinas airspace management system through a reasonable analysis of Chinas airspace management. We must make a feasibility analysis of the development of civil aviation transportation and general aviation, explore practical and win-win reform measures in the airspace management reform, and have good expectations for the future development of the aviation industry.
