PAGE PAGE III PAGE PAGE 2 地铁工程项目招标评标案例分析与评价 摘 要 随着我国轨道交通的迅速发展，地铁工程建设越来越多，由于地铁工程涉及诸多学科，影响因素复杂，选择一个好的承包单位非常重要，实力强大的承包单位，是对地铁工程的质量、安全、效益的最大保障；而招标投标的交易方式能使市场竞争最大化，招投标制度的推行，对工程建设领域具有重要意义。本文首先叙述了招投标的历史背景和现实意义，并分析了招标方式的优缺点、适用范围，并对每个评标的方法也进行了概述。 本文主要对深圳地铁2号线盾构管片洞内加固项目招标、评标的案例进行研究，通过对招标文件的编制、业主要求、评标采用方法等内容的分析，进一步学习、掌握招投标的制度。最后，提出了现阶段招标、评标的不足和瑕疵，并对新的招投标的方式和评标方法进行探索和展望。 关键词：地铁工程 招标评标 评标方法 Abstract With the rapid development of rail traffic in China, more and more subway projects are constructed. As for the subway engineering involves several disciplines and complex influencing factors, it is very important to choose an excellent contractor unit, which could be the best guarantee for the quality, safety and benefit of metro engineering. Besides, the transaction mode of bidding and tendering can maximize the market competition , the implementation of bidding system is of great significance to the field of engineering construction. This paper firstly describes the historical background and practical significance of bidding, and analyzes the advantages and disadvantages of bidding methods, scope of application, then the methods of each bid evaluation are also summarized. This paper mainly studies cases related to the bidding and bid evaluation of the reinforcement project in the shield tunnel section of Shenzhen metro line 2, further understands and learns the bidding system through the analysis of tender documents, owner requirements, evaluation methods. Finally, the paper points out the inadequacies and defects in bidding and bid evaluation at the present stage, and explores and looks forward to the new way of bidding and evaluation methods.
