出口退税政策对中国机电产品出口的影响及对策分析 摘 要 近年来，由于各国贸易保护措施的增多，出口贸易的发展形势日益严峻。扩大贸易规模和通过其他手段促进我国贸易经济的发展变得愈发重要。合理调整出口退税政策有利于增加出口产品在海外市场上的需求，所以它被众多国家所采用。而机电产品是我国主要的出口产品，所以它自身的发展与我国出口贸易的发展息息相关。本文主要利用2004年到2018年的机电产品出口统计数据分析我国机电产品出口的现状以及根据历年出口退税调整情况来分析其对我国机电产品的影响。研究发现，中国机电产品的出口额以及产品出口结构都能被出口退税影响，而且出口退税政策还不够完善，实施过程中会出现一些问题。对策建议政府可以在政策出台前可以综合考虑合理设置政策的过渡期，给港口仓库运输一个缓冲，给企业一个缓冲时间；另外继续保持差别化对待不同的产品，给予不同的出口退税调整，其次是可以进一步细化，面对不同的贸易伙伴，政策给予适当调整，最后能够保持出口政策的连续和稳定。 关键词：机电产品；出口退税；出口总额；出口结构 Impact of Export Tax Rebate Policy on Chinas Mechanical and Electrical Products Export and Countermeasures Analysis Abstract Nowadays there are more and more measures protect trade ,and the export trade situation is not optimistic enough.Expanding the scale of trade and promoting the development of our trade economy by other means are becoming more and more important.And the demand for export products in overseas markets can be increased by adjust the export tax policy.Mechanical and electrical products are Chinas main export products, which can have a serious impact on Chinas export trade.Therefore, this article mainly wants to use the export statistics of mechanical and electrical products from 2004 to 2018 to analysis.The study found that the export value and export structure of Chinas mechanical and electrical products can be affected by the export tax rebate, and the export tax rebate policy is not yet perfect,some problems have occurred during the implementation process.Last,suggestions are the government can be in front of the policy can be considered reasonable set the transition of policy, transportation to the port warehouse as a buffer to the enterprise a buffer time.In addition, we will continue to treat different products differently and give different export tax rebate adjustments. Secondly, we can further refine the policy.
