PAGE PAGE 17 电力工业企业价值报告框架构建及案例 摘要：自从我国改革开放以来，社会经济便以惊人的速度不断发展，但与此同时，付出的代价却是环境污染等问题更加严重。大部分的环境污染事件都是由于企业的生产经营活动所产生的，有关部门在统计后发现，80％的环境污染来源于企业。因此，如何使企业对环保问题重视，提高环保意识和技术，在发展自身规模的同时也能考虑到环境效益，便是一个迫切需要解决的问题。本文尝试在可持续发展理论、外部性理论和环境价值理论的基础上分析企业现有的环境价值报告的缺陷与不足，通过环境会计信息披露来构建和完善企业的价值报告，以期待在企业发展与环境保护之间找到一个适当的平衡点。 关键词：环境会计,信息披露,价值报告 Building A Framework On Value Reporting Of The Power Industry Abstract: Since Chinas reform and opening up, the continuous development of social economy at a striking speed, but at the same time, pay the price for it is environmental pollution problem more serious. Most of the environmental pollution incidents are due to the production and operating activities of enterprises,the relevant departments in statistics found that 80% of the pollution source in the enterprise. Therefore, how to make the enterprise pay attention to environmental problems, raise the awareness of environmental protection and technology, in the scale of their development can also consider the environmental benefits is an urgent need to address the problem.This article attempts on the basis of sustainable development theory, external theory and the environmental value theory analysis of defects and deficiencies of the existing enterprises of environmental value report, through the disclosure of environmental accounting information to build and improve the enterprise value reporting and to look forward to find a proper balance point between the enterprise development and environmental protection. Keywords: Environmental accounting,Information disclosure,Value Report 1. 绪论 1.1 研究背景及意义 1.1.1 研究背景 随着中国经济在改革开放后的迅速发展，自然资源、环境等也随之遭到严重的破坏，生态失衡、资源匮乏等环境问题层出不穷。在经济发展中占据极为重要的地位的行业之一便是电力工业企业，我国的电力工业企业目前仍是以燃煤为主要动力，煤炭由于含有较多有害物质，因此在燃烧时会将这些物质挥发到空气当中，除了污染空气之外，还会造成酸雨的频发、温室效应等，而且在燃烧完后，大量残渣放置在裸露的土地上，容易污染地表水和地下水，造成环境的二次污染。这种能源结构对环境的破坏和资源的浪费是如此之大的，导致电力工业企业成为我国污染物排放的主要大户。 在日益严重的环境问题压力下，我国政府也采取了各种措施来保护环境。中国于1979年颁布施行《环境保护法》试行。1983年底，国务院宣布“环境保护是中国一项基本国策”。1992年，陈亚林[]的《中华人民共和国环境与发展报告》中，指出中国目前最好在以基本国情为前提的情况下制
