PAGE PAGE 21 从社区管理视角看城市社区建设的现状与问题 ——以杭州市清河坊社区为例 摘要： 城市社区问题，是制约城市化进一步发展，阻碍和谐社会建设的重要问题之一。国外对社区管理的研究由来已久，但对国内来说社区管理还是一门新兴的学科。改革开放以来，我国经济和社会发生了巨大的变化，随着单位制的解体，城市化进程的加快，城市社区的建设和管理出现的问题越来越多。 本文就是在实地调查的基础上，通过对相关数据的统计与分析，提出了城市社区中建设所面临的一些问题，并在此基础上，从社区管理的视角，分析了问题产生的原因，并提出了解决这一问题的思路与看法，通过改善以居民和居委会为主的社区内部关系，来改善社区建设，是本文的主题思路。 关键词： 社区管理社区互动关系改善 From Community Management Perspective Analysis Urban Communities Situation and Problems Abstract: Community Management Community Interaction Improve relations Keywords: Urban community issues, restricting further development of urbanization, one of the important issues hinder the harmonious society. Since the reform and opening up, china s economy and society has undergone tremendous changes, with units of disintegration, accelerated urbanization construction and management of urban communities appear more and more problems. This article is based on field surveys, through the relevant statistical data and analysis, the construction of some of the problems faced by urban communities, and on this basis, from the perspective of community management, analysis of the causes of the problem, and propose ideas to solve this problem with the view to residents and neighborhood by improving community-based internal relations, to improve community building, it is the subject of this article thinking. 一、绪论 （一）研究背景与意义 20世纪80年代以来，随着我国改革开放的不断深入、经济体制的不断完善，我国城市经济社会发生了巨大的变化。单位制在改革创新的浪潮中逐渐解体，原本有国家和企事业单位包办的社会管理与社会服务等职能也开始逐步分化并回归于社会及社区。而城市化进程的不断加快、城市人口的不断增长、住房价格的不断提高等因素，都使得城市社区管理的难度以及复杂程度不断提升。我国当前正处于经济转型与和谐社会建设的关键时期，如何处理社区问题，满足人民群众的需要，就成了亟待解决的重要问题之一。 社区管理伴自社区的形成以来就一直存在。社区和社区管理的研究始于国外，现已积累了比较完备的理论体系和方法论基础，但在中国还是一门新兴学科。因此，不断探究和完善社区管理的相关制度，提升社区管理的基本能力，提出相应的解决方法和建议，从而适应新形势下社会主义和谐社会的建设，从建设和谐社区入手，加强和完善社区管理就显得尤为重要。 （二）基本概念的界定 1、社区含义 社区是社会学的一个基本概念，是由德国社会学家滕尼斯最早提出来的，滕尼斯提出的“社区（community）”一词，其含义是共同体和亲密的伙伴关系。随着世界各国工业化和城市化的发展，社会各界由于理解和认识
