PAGE PAGE 16 当前我国城市网吧行业管理问题研究 摘要：在我国互联网发展早期，网吧的出现严重降低了网民们上网的成本，培养了国内大多数的初级网民，网吧行业为中国互联网发展作出了巨大贡献。目前这个曾蓬勃发展的产业已渐渐成为一个“夕阳”产业，走向末路。我国政府对网吧行业的管理不善是导致这个行业衰退的重要原因之一，作为一个全新的管理对象，网吧有着与以往传统服务行业不同的特殊性和复杂性，同时由于管理部门缺乏相关的实践经验，致使现有的政策法规在制定和执行中存在许多问题。本文通过国内外网吧行业的比较，总结我国网吧行业管制现状及存在的问题之后，对网吧的政府管理提出了一些建议。 关键词：管理网吧问题对策 Under the public management of problems and countermeasures in the Internet bar Abstract:In the early days of the Internet development in China, the emergence of the Internet cafe severely cut the cost of Internet users access to the Internet, to cultivate the domestic most of the primary Internet users, Internet cafes industry have made great contributions to Chinas Internet development. Now this once thriving industry has gradually become a sunset industry, to the end. Our government mismanagement for Internet cafe industry is one of the important reasons of causing the industry downturn, as a new management object, Internet cafes have different from those of?traditional service industry particularity and complexity,?at the same time due to the lack of relevant practical experience, the administrative department of existing policies and regulations in many of the problems existing in the development and implementation. In this paper, through the comparison of Internet cafes industry at home and abroad, the summary of Chinas Internet cafe industry control present situation and existing problems, some Suggestions were put forward for the government management of Internet cafes. Keywords: Management Internet cafe Problem Countermeasures 一、绪论 1946年2月14日，世界上第一台电脑ENIAC在美国宾夕法尼亚大学诞生，当时的人或许没有想到它将给人类社会带来巨大的革新和翻天覆地的变化。时至今日，计算机已成为我们生活中不可或缺的一部分。中国网民接触互联网的契机大都是通过网吧，今年是我国网吧行业发展的第二十个年头。从1995 （一）我国网吧管理政策演变 我国网吧兴起于上世纪90年代，进入21世纪以后，随着网速的提升、上网用户的增多和网络游戏的增加，网吧发展迎来了它第一个可能也是最后一个黄金时期。网吧行业的兴衰历程与我国政府对网吧管理政策的不断演变是互相影响的。从表一可以一窥随着网吧行业的发展，我国政府是如何逐渐完善对其的管理政策。 表1：我国网吧管理政策形成历程 时间特点 1995-1998：网吧行业逐渐兴起在网吧行业刚开始兴起时段，政府并未有涉足这块新兴领域。政府缺乏对网吧的管理， 没有专门的网吧管理政策， 是这一阶段的主要特点。1998年底，公安部等出台《关于规范“网吧”经营行为加强安全管理的通知
