PAGE PAGE 19 大学生村官在农村治理中的影响分析 ——以平湖市大学生村官为例 摘要：十六届五中全会提出建设社会主义新农村的历史任务，其关键是农村人才的培养。而在我国农村，由于缺乏人才导致基层管理水平受到限制，束缚了农村的良好发展。2008年，中央组织部部署了选聘大学生村官进入农村工作的任务，自此大学生村官进入了一个全面发展的阶段。大学生村官的加入为农村带来了新思想、新观念、新知识，在新农村建设中融入了新鲜血液，推动了农村的全面发展。本文将以平湖市大学生村官为例，选取两个典型农村，以多元化的访谈形式了解大学生村官在农村治理中的影响表现，并分析产生影响的原因及提供相应的建议。 关键词：大学生村官农村治理影响 Analysis of influences of student village official in rural governance ——taking the example of student village officials in PingHu Abstract:?The Fifth Plenary Session of the Sixteenth Central Committee?came up with the historical task of building New Socialist Countryside whose key was to the cultivation of rural talents. Key words: student village official rural governance influence 一、绪论 （一）研究的背景 随着社会主义新农村的发展，按照时代的新要求，对农村进行政治、经济、文化和社会等方面的建设，最终实现把农村建设成为管理民主、经济繁荣、文化丰富、文明和谐的新农村的目标。新目标的实现需要新鲜血液的注入，大学生村官作为农村治理中的新鲜血液发挥着重要的作用。 上世纪70年代初，韩国政府在农村发起了新村运动，不到30年的时间就走完了西方国家近百年才完成的农村现代化和城市化，创造了“汉江奇迹”，韩国如此迅速地的发展得益于它组织动员了一大批各类高校知识分子投入到农村治理中，先进的思想观念、文化知识和技术水平为农村的治理带来了新的活力，一批又一批的干部由此产生。而上世纪的我国农村由于基层治理不善，束缚了农村的发展。因此，向农村注入新鲜的血液显得尤为重要。1995年，江苏省丰县的“雏鹰工作”促使了大学生村官政策的萌芽，丰县率先招聘大学生担任农村基层干部。2006年，中央组织部、人事部、教育部等八大部委下发通知，联合组织开展大学毕业生到农村从事基层工作。2008年3月，
