PAGE PAGE 18 促进经济转型升级的政策措施及其效果研究 ——以浙江省“机器换人”为例 摘要：工业化后期，经济转型升级刻不容缓，而这离不开政府的政策措施的支持来提供保障。本文以浙江省为推动产业转型升级而推出的“机器换人”政策为例，结合相关政策知识，列举浙江省在提出“机器换人”政策这几年来的现状效果，并对现状进行具体分析，发现政策本身的问题和实施过程中的不足之处，如企业对“机器换人”的认识不足、“机器换人”政策不配套、技术性装备和高素质人才的缺乏、企业投入过大等问题。最后，根据出现的问题，结合浙江省的基本状况，注重政府政策和市场相结合，提出配套政策的完善、加强校企合作、通过“银企合作”、“银项合作”等金融方式、构建服务平台等建议来支持企业进行“机器换人”，使“机器换人”政策具备合理性和可行性，达到经济转型升级的目的。 关键词：转型升级、政策支持、创新、“机器换人” The research of policy measures and its effect to promote the economic transformation and upgrading：Machine substitution in Zhejiang province as an example Abstract: Late industrialization, it is very urgent to economic transformation and upgrading, and this cant depart from the support of the governments policies and measures to provide security.
