PAGE PAGE 13 新时期农村医疗卫生体系建设中的地方政府职能研究——以临安为例 摘要：改革开放以来，我国的农村经济已经取得了质的飞跃，但是人们对乡村医者和农村医疗制度的关注却略显欠缺。解决我国农民“看病贵”、“看病难”的问题，是处理好我国“三农”问题的关键环节，农村村医疗建设的发展更是我国改革事业中必不可少的部分。农村医疗组织化与制度化的进程反映了国家与社会关系的演变。我国由政府极少干预地方医疗事务到将卫生防疫变成国家基本职能，卫生制度化确实在曲折中得到了极大地发展，这与政府充分发挥其政府职能密切相关。但同时我们也应该看到其中存在的不足，我国医疗卫生事业与西方发达国家仍然存在很大的差距，尤其是农村医疗事业的发展，政府在其中应该承担怎样的责任？如何推进我国农村医疗卫生体系建设仍是政府在很长一段时期内仍是政府在很长一段时期内应该重点关注与思考的问题。 本文将结合临安市具体案例，主要对我国农村医疗卫生的公共财政投入不足、医疗卫生人才稀缺、政府管理不到位等方面的问题进行研究，并探讨从地方政府的角度寻找解决农村医疗卫生体系建设的有效途径，进而为农村医疗卫生事业发展提供借鉴与支持。 关键词：农村医疗合作医疗政府职能地方政府 In the new period of the construction of rural medical and health system for linan functions of local government study, for example Abstract:Since the reform and opening up, Chinas rural economy has made a qualitative leap, but people attention to rural doctors and rural health care system is somewhat lacking.
