PAGE PAGE 22 新医改下浙江省民营医院现状及对策研究 摘要：“看病难”和“看病贵”一直是限制我国医疗卫生事业进步的两大难题。改革开放以后，人均收入水平较之前有了较大提升，人们对医疗服务的质量与要求也渐渐增加。在公立医院已经无法满足的情况下，2009年新医改中明确提出“加快形成多元化办医格局”，鼓励民间资源进入医疗领域，来缓解医疗资源供不应求的现状。 浙江省民营资金丰富，民营经济的发展也一直处于国内领先水平。在新医改的背景下，浙江省民营资本进入当地的医疗服务领域，民营医疗机构的发展迎来了高峰期。新医改实行5年多以来，虽然民营医院的发展取得了一定的成就，但仍然无法从根本上改变公立医院的主导地位，民营医疗机构对医疗体系的补充作用有限。在新医改下，民营医疗机构怎么样找到自己的出路成为他们亟待解决的为题。 针对这些问题，本文首先介绍了民营医疗机构的概念，并简要概述了从改革开来的发展历程；随后界定了民营医疗机构的营利性，并与公立医疗机构对比进行利弊分析。通过调查问卷与2014年浙江省卫生统计年鉴，分析了民营医疗机构的生存空间及发展状况，文章最后从医院和政府层面提出了解决问题的对策，为民营医疗机构的发展出路提出建议。 关键词：新医改民营医疗机构浙江省 The Present Development Situation And Strategy’s Research Of Private Hospitals In Zhejiang Under The New Medical Reform Abstract: The “difficulty” and the “expensive” has been the two main problem that restrict the development of China’s medical and health undertakings. As people’s income has improved continuously, people’s quality and medical services and requirements have gradually improved. However, the public hospital are unable to meet this situation, a new round of the medical and health system says “Accelerate the formation of a diversified medical pattern”, to encourage the private resources into the medical field, which is now still failed to supply. The Zhejiang Province has a branch number of funds, and the private economy has always been the leading domestic level. In this new round of health care reform, In order to solve these problems, this paper mainly told us the concept of private medical institutions. First introduce concept of the private hospital; then defines profit private medical institutions, together with the public sector comparative analysis of the strengths and weakness. Through these questionnaires and Health Statistics Yearbook 2014 Zhejiang province, we know the survival and development of private medical institutions. The article concludes with solutions to this problem from the hospital and government level, proposals for the development of a way out of private medical institutions. Keywords: The New Medic
