Based on the existing resources， with peion services more mature as the starting point， taking the community and peion ititutio as a link， the old-age service information network is established through the mobile terminal information cloud platform to provide housekeeping services and elderly health care and to rich elderly daily life and other basic peion services. According to China’s social culture and peion service characteristics， three stages of development are put forward， that is the fit step in standardizing and improving the relevant laws and regulatio； the second step in strengthening the cotruction of social trust system； and the third step in the promotion and application of network technology. The “internet plus peion service mechanism” is cotructed in three phase methods。 KEY WORDS internet plus； the basic old-age peion service； peion agency 我國是世界上老年人口数量最多的国家，到2015年末，我国60周岁及以上老年人口已经达到亿，占总人口的%[1]。庞大的老年人群体给社会保障事业及政府部门和社会带来大量问题，其中最直观的问题就是养老。在人口老龄化快速发展、高龄化日益加剧的情况下，家庭养老功能逐渐弱化，养老服务需求急剧增长。面对如此庞大的老年人口，如何做到老有所养、老有所依、老有所乐，成为我们面临的社会难题。 “智慧养老”最早由英国生命信托基金提出，也称“全智能老年系统”。随着网络化信息、物联网技术的发展，“智慧城市”的发展理念被引入到养老行业。智慧养老是一种高效、便利、有待深入研究的养老模式，目前已有城市开始试点，但以我国当前的经济发展水平
