摘要

自改革开放以来，广西在社会和经济领域都取得了巨大的进步，然而，愈加严重的环境污染问题已经严重威胁到了广西当地经济的健康发展。在这样的背景下，发展绿色信贷已然成为广西当前的不二选择；因此，监管部门在促进绿色信贷可持续发展中也扮演着越来越重要的角色。本文以广西绿色信贷的监管问题为主要研究对象，通过对绿色信贷的文献进行梳理，先阐述绿色信贷相关概念和理论基础。在此基础上，对广西绿色信贷及监管的现状进行分析，结果显示绿色信贷在监管中存在法律法规不完善、监管重叠与真空并存、监管执行不到位、监管渠道单一、人才缺乏等一系列问题。最后，为解决广西绿色信贷的监管问题，提出逐步完善相关法律法规、明确监管职责分工、加强监管执行力度、完善监管渠道多样化、吸引人才的对策建议，期望能够加强监管部门对绿色信贷的监管力度，进一步推动广西绿色信贷的可持续发展。

ABSTRACT

Sincethereformandopeningup,Guangxihasmadetremendousprogressinboththesocialandeconomicfields.However,theincreasinglyseriousenvironmentalpollutionproblemhasseriouslythreatenedthehealthydevelopmentofthelocaleconomyinGuangxi.Inthiscontext,developinggreencredithasbecomethetopchoiceforGuangxiatpresent;Therefore,regulatoryauthoritiesarealsoplayinganincreasinglyimportantroleinpromotingthesustainabledevelopmentofgreencredit.ThisarticlefocusesontheregulatoryissuesofgreencreditinGuangxiasthemainresearchobject.Byreviewingtheliteratureongreencredit,itfirstelaboratesontherelevantconceptsandtheoreticalfoundationsofgreencredit.Onthisbasis,ananalysiswasconductedonthecurrentsituationofgreencreditandregulationinGuangxi,andtheresultsshowedthatthereareaseriesofproblemsintheregulationofgreencredit,suchasincompletelawsandregulations,overlappingandvacuumsupervision,inadequateregulatoryimplementation,singleregulatorychannels,andalackoftalent.Finally,inordertoaddresstheregulatoryissuesofgreencreditinGuangxi,suggestionsareproposedtograduallyimproverelevantlawsandregulations,clarifythedivisionofregulatoryresponsibilities,strengthenregulatoryenforcement,diversifyregulatorychannels,andattracttalents.ItishopedthattheregulatoryauthoritiescanstrengthentheirsupervisionofgreencreditandfurtherpromotethesustainabledevelopmentofgreencreditinGuangxi.
