甘肃省数字经济发展的机遇、挑战和对策
摘要
我国已经进入了新时代，经济发展也进入了高质量发展的新阶段。新发展阶段需要新经济形式的驱动，数字经济的发展不断地改变着人们生产生活的各个方面。数字经济发展推动着我国经济格局的变化，构筑我国新的竞争优势。近年来，甘肃省在贯彻高质量发展目标要求的同时，紧跟时代发展大势，大力发展数字经济，在数字基础设施建设、产业数字化转型、数字产业化发展、数字治理等方面取得了一定的成就。但是，甘肃省数字经济的发展水平相较于全国其他地区来说属于较低水平、发展速度迟缓、数字化的应用能力低下、数据供给水平低、数据场景应用不丰富。这主要是由于甘肃省数据技术掌握不足、创新能力低下、数字人才的缺失、产业布局不合理、数字经济相关制度滞后等原因。文章在高质量发展视域下，结合甘肃省数字经济发展现状以及甘肃省数字经济发展成就，分析了制约甘肃省数字经济发展的主要因素，最后探索出甘肃省数字经济健康发展的路径。

Abstract
Chinahasenteredanewera,anditseconomicdevelopmenthasenteredanewstageofhigh-qualitydevelopment.Thenewdevelopmentstageneedstobedrivenbyneweconomicforms,andthedevelopmentofdigitaleconomyisconstantlychangingallaspectsofpeoplesproductionandlife.ThedevelopmentofdigitaleconomypromotesthechangeofChinaseconomicpatternandbuildsnewcompetitiveadvantages.Inrecentyears,whileimplementingtherequirementsofhigh-qualitydevelopmentgoals,GansuProvincehascloselyfollowedthedevelopmenttrendofTheTimes,vigorouslydevelopedthedigitaleconomy,andmadecertainachievementsindigitalinfrastructureconstruction,industrialdigitaltransformation,digitalindustrializationdevelopment,anddigitalgovernance.However,comparedwithotherregionsinthecountry,thedevelopmentlevelofGansusdigitaleconomyisrelativelylow,thedevelopmentspeedisslow,theapplicationcapacityofdigitalizationislow,thedatasupplylevelislow,andtheapplicationofdatascenariosisnotrich.ThisismainlyduetothelackofdatatechnologyinGansuProvince,lowinnovationability,lackofdigitaltalents,unreasonableindustriallayout,andlaggingdigitaleconomyrelatedsystems.Fromtheperspectiveofhigh-qualitydevelopment,combinedwiththecurrentsituationandachievementsofdigitaleconomydevelopmentinGansuProvince,thispaperanalyzesthemainfactorsrestrictingthedevelopmentofdigitaleconomyinGansuProvince,andfinallyexploresthepath
