生成式人工智能赋能乡村治理的前景、风险与对策研究

摘要在乡村治理实践中，生成式人工智能有助于优化基层党组织引领基层治理的效能，减轻基层工作人员负担与工作压

力，增村民的获得感、幸福感、安全感，提升村民自治能力。然而，受限于技术特性及应用环境，仍面临模型适配不、内容偏见与

错误、数字鸿沟等多重风险。为有效发挥技术赋能效用、规避潜在风险，需以网络基础设施建设与终端设备更新为首要前提，以模

型适配与技术支撑能力的持续提升为重要基础，以内容规范治理为核心抓手，同时化技术素养普及与代际融合能力建设，协同

完善各项制度机制，系统推进乡村治理体系与治理能力现代化，为乡村振兴战略实施提供坚实支撑。

Abstract:Inruralgovernancepractice,generativeAIhelpsoptimizetheeffectivenessofgrassrootspartyorganizationsin

leadinggrassrootsgovernance,reducetheburdenandworkpressureongrassrootsstaff,enhancevillagerssenseofgain,happiness,

andsecurity,andenhancevillagersself-governancecapabilities.However,limitedbytechnicalcharacteristicsandapplication

environment,westillfacemultipleriskssuchasinsufficientmodeladaptation,contentbiasanderrors,anddigitaldivide.Inorder

toeffectivelyexerttheenablingeffectoftechnologyandavoidpotentialrisks,itisnecessarytotaketheconstructionofnetwork

infrastructureandtherenewalofterminalequipmentastheprimaryprerequisite,modeladaptationandcontinuousimprovementof

technicalsupportcapabilitiesastheimportantfoundation,andcontentstandardizationandgovernanceasthecorestartingpoint.At

thesametime,wewillstrengthenthepopularizationoftechnicalliteracyandtheconstructionofintergenerationalintegration

capabilities,coordinateandimprovevarioussystemsandmechanisms,
