rightceandtimebecomesmorecriticalwhenunitsaretaskedtomitietheaffectsofa

chemical,biological,radiological,nuclear,orhigh-yield-explosive(CBRNE)against

Americans

inthehomeland.However,militarysupporttocivilianagenciesinacivilianenvironmentresults

inmanychallengesnotnormallyencounteredbythemilitarycommunicationsnneroroperator

inaconventionalwarfightingscenario.
