T he o eningu of Chi na s higher education has ex erienced three stages: sending students to study abroad, inter national understanding and international com etition. O ening w ider to foreign countries is an objective requirement for the develo ment of higher education from internal and external environment. The cores of further o eningu are the strengthening of means of attracting talents, attracting tw o kinds of talents home and abroad. T he rinci les of further o ening u are centering on the strategic cores, formulating shortterm develo ment lans from long term goal, co ing smoothly w ith three kinds of contradictions and arousing enthusiasm in three as ects.
