北京流动人口管理面临的问题与对策 摘 要 本文依据近几年北京市流动人口调查，在对流动人口的现状和特点对北京市 社会经济的影响、流动人口的管理机构以及基层管理任务中存在的问题等进行系 统分析的基础上，探讨了如何通过补偿城市职工的“工作权利”，逐步建立平等 竞争的就业环境；改进外来人口规模和就业的控制机制；理顺外来人口管理机构 的职能，实现流动人口的社会化管理；寓管理于服务之中，加强对农民工管理的 方式改进流动人口管理的对策。 关键词：北京，流动人口，问题，管理对策 I 北京流动人口管理面临的问题与对策 Abstract According to the surveys of Beijing’s floating population in the last years, on the basis of the analysis of the status quo and its traits of the floating population affecting society and economy of Beijing, its’ management departments and the problems in the management level, the paper discussed how to build the employment environment through compensating the employment rights of the urban worker, improve the control mechanism of the scale of the floating population from other places, clarify the functions of the management department which control the floating population, implementing the socialized management of the floating population to make management pervade into serving and strengthen the management way of the floating population and ameliorate the management countermeasures of the floating population.
