燃油税政策对中国石油消费影响的计量模型分析.pdf

摘 要 1993 年中国从石油出口国变成了石油进口国，从这个时候开始，“没有中国 的能源安全，就没有世界能源安全”的说法开始成为舆论的主流。到2020 年， 中国石油对外依存度将超过 60% 。另外，国际环境制度对国际社会的影响力不 断增强，这对我国的能源产业提出了挑战。因此，中国的能源政策是值得关注 的重要问题。本文对我国即将实施的燃油税政策作了实证分析。 为了扩大样本容量，本文选取全国 34 个省（自治区）1995 年至 2003 年的 数据，采用时间序列和截面数据相结合的面板数据进行分析。经过数据合并处 理，最终获得 29 个省 9 年共 261 组数据。借助 Myron L. Kwast （1966 年）的部 分调整模型，并纳入我国东中西部三个虚拟变量，建立了本文的动态模型。利 用 Eviews 软件得到参数估计和回归方程。并且方程通过了结构稳定性检验。 在回归方程的基础上，给出不同燃油税税率相应的汽油减少量和政府收入 增加量的预测值。减少的汽油量占进口成品油的份额非常小，从这个比率中， 可以看出燃油税不足以抑制燃油的过度消费。它主要是从消费终端树立节能观 念，促进汽车向高效、经济和节能的特性发展，使汽车等相关产业政策与环保 的要求相符合。但是，燃油税却增加了政府的收入，这部分收入可以用来补偿 税收的负面效应，可以用于道路建设，还可以用来开发创新能源。总的来说， 开征燃油税势在必行。 关键词：燃油税；面板数据；固定效应 Abstract Since 1993, China has become petrol import country instead of petrol export country. From then on, it is a popular topic that without China energy security, there is no world energy security. In 2020, the petrol foreign dependency of China will exceed 60%. Meanwhile, the influence of International Environmental Regime for international countries rises up year by year. It is a challenge for our national energy industry. So China energy strategy is an important issue. This paper provides an empirical analysis of the fuel taxation in China which will be carried out. In order to expand sample, I collects 34 provinces’ data over the whole country from 1995 to 2003, and uses pooling time-series and cross-section data in analysis. After adjustment, it remains 29 provinces over 9 years 261 sets data in total at last. Using the partial adjustment model written by Myron L. Kwast (1966) and including three binary variable, the dynamic model is set up. And I figure out the regression equation with Eviews. The regression passes the structural stability test.
