4 abstract Shaoxing is one of the district where emerged the most early market and the most developed private ecnomy. The local non-government chamber of commerce , has rose and developed during the transition period from plan economy to market economy ,and to modern market after 1990s.Such Wenzhouyueqing Chamber of Commerce, Hubei Chamber of Commerce, as the emerging standard local chamber of commerce, which exerts the function , take advantage of the non-government, autonomy, democracy and service , manage legally and standardize the market order in light industry city, restrict and take precautions on the unfair competition inside and outside of the light textile industry ,explores domestic and overseas market, promote and coordinate the relations between enterprises and government, enterprises and society, maintain the legal benefits of the private enterprise to promote the local economy development. Under the background of the industry upgrading, the thesis manage to study from the theory and practice ,researching the intrinsic logic of the production and the development of the chamber of commerce ,the presentation situation , existed problem and investigation and analysis of the cause. For the foster and construction of the Shaoxing Light Textile Chamber of Commerce as example, stating the means and suggestions to how to foster and develop local chamber of commerce in China, with the purpose to rich the theory research about Chamber of commerce and the authentic proof of theory view, exploring the future research idea.
