要 21 世纪初是我国信息业发展的重要时期，实现信息化是我国产业优化升级和 实现工业化、现代化的关键环节。加入WTO 后，电信业体制在不断深化高歌，机 遇与挑战同在，优势与劣势并存，由于新的传输网络 术及结构的快速演变，现 有光纤传输网面临新的挑战。本文根据在构建宽带传输的框架下的业务应用及网 络发展新动向的分析，结合目前IP 业务对传输带宽的需求及南昌电信光纤传输网 现状，提出南昌电信传输网络的发展策略应是最优化地实现IP over ASON 并实行 双层恢复的方案。并依据项目管理理论重点从时间管理、质量管理、团队管理等 几方面分析了对该项目的几项管理对策。 关键词：信息化 SDH 技术 光纤传输网络 宽带传输网络 1 Abstract The beginning of the 21st century is an important period of the development of Chinas information industry, realizing infomationization is a key link of industrial optimization、upgrading and fulfilling industrialization、modernization。After joining the WTO, the institution of telecom industry is deepening constantly ，consisted with opportunities and challenges, existed in advantages and disadvantages. Due to rapid evolution of the technology and structure of the new transmission network , the existing fiber transmission network is facing new challenges. Based on analysis of business applications under the framework of building broadband transmission and new trends of development in network, combined with needs of transmission bandwidth of IP services and actualities of fiber transmission network in Nanchang Telecom, this paper proposes that development strategy of transmission network in Nanchang Telecom should be to achieve IP over ASON optimally and implement program of two-tier recovery. According to theory of project management, it puts great emphasis on analysis of several management countermeasure in this program from time management, quality management, team management, etc. Key words: Infomationization SDH Technology Fiber Transmission Network Broadband Transmission Network 2
