要 随着经济全球化的不断深入，国际分工的规模与模式以前所未有的速度发展 着。对在国民经济诸多产业中居基础地位的农业来说，农业国际化就是农业参与 经济全球化的具体体现。因此，农业政策性银行如何为农业国际化提供各种国际 结算服 ，发挥它的信贷支持作用，就成为一个亟待研究和解决的重大问题。 本文在对农业政策性银行发展的必要性和可行性的基础上，比较全面地勾画 了我国农业政策性银行向国际拓展的基本框架和目标模式，并以发现问题，提出 建议为切入点，提出了农业发展银行拓展国际结算业 的策略。 文章在结构上分为五部分： 第一、对国际结算的概念、内容、特征、发展历史和趋势进行分析 第二、介绍了中国农业政策性银行即农业发展银行成立的背景、特点和银行 所发挥的作用。 第三、分析了中国农业政策性银行拓展国际结算业 的动因，并从内、外部 两方面进行了分析。 第四、指出了中国农业政策性银行拓展国际结算业 中存在的问题。 第五、对中国农业政策性银行拓展国际结算业 的前景进行了分析并提出了 对策。 关键词：国际结算 中国农业政策性银行 拓展 1 Abstract With the development of economic globalization deeply, scale and model of international division of labor develop quickly. Agriculture is the basic of several industry in the national economy. International agriculture is reflection that agriculture participates in economic globalization. Hereby it is a major problem of Agricultural Policy Banking how to offer all kinds of international settlement service and elaborate credit function which needs to discuss and solve promptly. This paper describes essential frame and obj ective model completely on the basis of the development of agricultural policy banking necessarily and workably. It poses some tactics to expand international settlement with finding problem and giving some advice. The thesis divides into five parts on the structure: The first is the analysis to conception, content, feature, developing culture and tendency of international settlement. The second is to introduce China Agricultural Policy Banking that is ADBC (Agricultural Development Bank of China) background, feature and function of establishment. The third is to analysis the reason that China Agricultural Policy Banking develops international settlement.
