Abstract On 31st December 2009, the State Council promulgated Several Comments from the State Council for furthering the construction and development of Hainan International Tourism Island” (hereinafter referred to as Comments”). Comments” clearly stated that we should give full play to the advantages of Hainan’s location and resources, build an international tourism island and create internationally competitive tourist destination. All these measurements could help the province speed up its modern services industry, achieve sound and fast development of economic society and has an important demonstration effect for adjusting and optimizing the economic structure and transforming the mode of development for the whole country.” It has great significance to study the development of tourism in Hainan in this situation. At present, tourism development in Hainan province has shown very unbalanced in north Hainan and south Hainan, west Hainan and east Hainan. Tourism as one of the major pillar industry in Haikou City, the study to its development in Haikou has important practical meaning to promote the economic development in Haikou City and build an international tourism island. This paper introduces the concept of urban tourism and coastal tourism. The connotation of urban tourism is extremely broad, that is, any urban-related tourist activities can be called urban tourism which is based on enjoying the objects like the unique urban scenery, customs and style and whose products are much diversified. And coastal tourism refers the traditional recreation activities which mainly occur on the mainland beach. Compared with the resource-based coastal tourism in Sanya, it is not only resource-based coastal tourism but also urban tourism in Haikou.
